Why is RGAA Accessibility Essential in 2025?

Compliance with RGAA standards (General Accessibility Improvement Framework), mandatory from June 2025, is both a legal requirement and a strategic opportunity. This regulation requires businesses and organizations to make their digital services accessible to everyone, under the risk of significant financial penalties.

Beyond the obligation, digital accessibility allows businesses to expand their audience, improve user experience, and strengthen their brand image. It is also a driver of innovation, providing an opportunity to rethink interfaces and content to better anticipate future user needs.

Legal Obligations Related to RGAA

To ensure RGAA compliance, businesses must:

Publish an accessibility declaration specifying the level of compliance and inaccessible content, and update it regularly.

Develop a multi-year plan outlining the actions and resources planned over a maximum of three years.

Include in the legal notices the compliance level, a link to the accessibility declaration, and the multi-year plan.

These obligations are essential to avoid financial penalties and strengthen digital inclusion.

Who Needs to Comply with RGAA?

The European Directive on Digital Accessibility, which will come into effect in June 2025, places strict requirements on a wide range of organizations. Here are the key stakeholders affected:

Public organizations: All administrations, local authorities, public institutions, and other government bodies must ensure the accessibility of their digital services.

Private companies: Those with an annual turnover exceeding €2 million or employing more than 10 staff members are required to comply with RGAA standards.

Large corporations: Companies with a turnover exceeding €250 million, such as e-commerce websites, major retail chains, or digital service platforms.

Service providers working with public organizations: Subsidiaries, partners, or subcontractors must also ensure their services are compliant.

Digital services: This includes websites, mobile applications, intranets, extranets, transactional platforms, and online communication tools.

This directive applies to any organization providing digital services in Europe, regardless of the industry, and aims to ensure universal accessibility for all users, including people with disabilities.

Compliance: A True Strategic Opportunity

Adopting a digital accessibility strategy is not just about legal protection; it’s also about enhancing the user experience, building customer loyalty, and positioning yourself as a leader in inclusion and innovation.
